First check if you have LiteSpeed cache and disable all plugin options – including Page Optimization for CSS and JS.
Clear cache.
Disable the cache plugin.
Disable any other extra plugins from hosting too. Some may have cache options in code.
Notes:
From the cache, plugins do not enable JS optimization settings without ensuring they do not break the site. No JS optimization plugin can do a good job in this matter unless you only use 1 JS file which is a scarce situation in WordPress.
The issue is that these hostings add the cache plugin with the options for CSS, Cache JS optimizations ENABLED by default.
They add also cache for logged in users which prevent seeing the changes you make.
And you are seeing wrong files made by the plugin and cached system from plugin, assuming it is the theme fault. When it is the cache plugin causing the wrong effects.
Disabling the plugin does not help. You need to disable the options, clear cache – sometimes even other settings.
