To enable free submission navigate to Theme Options > Membership > Membership Settings and set NO to Enable Paid Submission option.

You can also:

• Set to publish front end submitted properties manually (admin approval) or automatically
• Limit the number of images uploaded in front

• Make sure you have the User Dashboard pages active/published in admin – pages.

The user cannot make a property featured from front-end submission dashboard. Only Admin can do that from admin – edit property.
